Welcome to the Iowa Division of Narcotics Enforcement home page. It is our goal to serve the citizens of Iowa to investigate illegal narcotic operations within the State of Iowa and work with authorities outside the State to stop the distribution, manufacturing and abuse of illegal narcotics.

The Division of Narcotics Enforcement, Directed by Kevin Frampton, has 43 sworn officers and 16 civilian employees. This includes eight non-sworn employees assigned to the Department of Public Safety Intelligence Bureau and paid with Division of Narcotics funds.

Created in 1987, the Division of Narcotics Enforcement (DNE) was established to serve as the lead agency in the state providing public safety through investigative enforcement of laws relating to narcotics and other controlled substances. In addition to targeting major distributors/sources of controlled substances, the Division is actively involved in the investigation of drug-related financial conspiracies, clandestine laboratories, marijuana eradication, the diversion of pharmaceuticals, gang-related activities, and assistance in drug interdictions. Successful investigations and prosecutions of drug cases are due in large part to the Division's cooperative efforts with other local, state, and federal law enforcement agencies.

Iowa's Newest Tool to Combat the Methamphetamine Laboratory Problem

Iowa has a new tool to fight the methamphetamine laboratory problem. Thanks in a big part, by the Legislators and the Governor, Iowa currently has the toughest precursor law in the United States. A precursor is a necessary ingredient to make a drug, in the case of methamphetamine it is pseudoephedrine. Pseudoephedrine is found in most cold and allergy medications that can be purchased over the counter.

This new law makes pseudoephedrine a Schedule V controlled substance, meaning you must purchase these medicines from the pharmacy in your area. There are EXCEPTIONS, store can currently sell products with pseudoephedrine but they must comply with key issues of the law. The retailer must keep these products behind a locked location, a purchase log must be kept and the purchaser must show picture identification. People purchasing these medicine will be limited on a daily basis. To see the full details of this new law please visit the Iowa ODCP web site. If you would like a copy of the new law in PDF format you can download SF169 here. The new law took effect May 21, 2005.

We would like to thank all of those who supported this legislation and the people of this State who demanded something be done to combat this problem. We are hopeful that there will be a significant decrease in methamphetamine labs in our State.
