District 10 was formed in April 1946, and consisted of Allamakee, Buchanan, Clayton, Delaware, Dubuque, Fayette and Winneshiek Counties, covering the northeast corner of Iowa. These seven counties make up District #10 to this day.  Prior to 1946, these counties were part of District #7 headquartered in Cedar Falls.

The first Commander of Post #10 was Sgt. Lou Kriege who oversaw four patrolmen: Art Longseth in Manchester (Delaware), Fred Muller in West Union (Fayette), Jim Latchaw and E.A. Galloway both in Elkader (Clayton).  District #10 is currently made up of one lieutenant, two sergeants, eighteen troopers and one secretary.

The district office was first located in the basement of Central States Bank and Trust Company in Elkader. In 1949, the office moved to Oelwein, located on Highway 150 at the northern edge of town. In 1970, the district office was moved to its present location on Highway 3 at the east edge of Oelwein.

In 1970, the Wadena Rock Festival drew young people to this small rural community. Many brought drugs which introduced rural Iowa to the modern drug scene. In 1971, Trooper Burnell Haven of Independence was named Trooper of the Year; the first of what was to become an annual designation. The Dyersville area was the sight of the filming for the movie “Field of Dreams” and “Miles from Home”. An episode of the television show “Real Stories of the Highway Patrol” was based on a pursuit where Trooper Virgil Stammeyer was shot before ending at the south edge of Dubuque. The troopers of District #10 have responded to natural disasters including flooding and tornadoes. Highway 20 is a four-lane state highway that passes through the southern part of the District. The Mississippi River and fall foliage brings a large influx of visitors to northeast Iowa.

District #10 assists with Iowa University Football Games with traffic, Iowa State Fair, Farm Progress Show and R.A.G.B.R.A.I. Dignitary visits, especially during election years, are also manned by the troopers of District #10.
