DISTRICT 12
22365 20th Avenue When the Patrol first divided the State into Districts, District 12 was originally part of District 10. The original District 12 office was located in West Liberty in the bank building and later relocated to the Steen building. Eventually, the office was moved to the West Liberty City Hall. In 1960, the District 12 office relocated to the basement of the Public Library/City Hall in DeWitt. A new district office was constructed in Davenport on Kimberly Road in 1970. In the fall of 1994, the Iowa State Patrol purchased the former KOA campgrounds, 22 acres, located at the southeast corner of the Stockton interchange on Interstate 80. Ground breaking for the new building was held on May 5, 1995. In February, 1996, the new district office opened housing the Iowa State Patrol, the Division of Criminal Investigation and the Division of Narcotics Enforcement. District 12 serves the eastern Iowa communities in Cedar, Clinton, Jackson, Jones, Muscatine and Scott counties. After the 9-11 attacks when the National Homeland Security level was elevated to orange, District 12 troopers provided security for several days for the Union Pacific Railroad Bridge over the Mississippi River at Clinton. In 1936, the first Iowa Highway Patrolman was killed in the line of duty in District #12. Patrolman Oran Pape was murdered while apprehending an auto thief near Fairport, Iowa.
