Executive Order # 8, signed by Governor Vilsack on September
14, 1999, requires each agency of the Executive Branch of the
State of Iowa to undertake a formal process of review of its
administrative rules. The purposes of this review process are
to eliminate outdated, redundant, over-broad, unnecessary,
or otherwise undesirable rules and to ensure that remaining
agency rules and rules adopted in the future are needed, effective,
reasonable, clear, and consistent with legislative intent and
the authority of the department. The Executive Order requires
each agency to formulate a plan for this formal review process.
The Department's Administrative Rules Improvement Plan has
been approved by the Governor's Office.
