Fire Extinguishing System Requirements and Recognition of Local Enforcement of International Fire Code, 2006 edition

• Adopted and Filed Emergency rules were published in the Iowa Administrative Bulletin on July 19, 2006 as ARC 5241B and became effective on July 1, 2006. Identical rules were proposed for adoption in a Notice of Intended Action published in the same Bulletin as ARC 5240B.
• These rules address two issues: current rules allow, for most occupancies, compliance with a local fire ordinance, if the local fire ordiance adopted the International Fire Code, 2000 edition or 2003 edition, and if the local jurisdiction enforces their ordinance. One of the amendments contained in this rulemaking adds recognition of local ordiances which incorporate the International Fire Code, 2006 edition. The other part of this rulemaking updates various requirements, and adds some others, in the fire marshal rules for automatic fire extinguishing systems. These provisions will provide consistency with requirements of the Fire Extinguishing System Contractors' Certification Program. The rules adopted emergency and the rules proposed in the Notice of Intended Action are identical.

Fire Safety in Elevators

The adopted rules differ from the rules proposed in the Notice of Intended Action, in that sprinklers will not be barred from elevator machine rooms, as proposed in the Notice, but will not be required unless required by local ordinance or federal regulation, and access to machine rooms will be restricted to authorized personnel only.

• Amendments are proposed related to fire safety in elevators. One part of the proposed rule would adopt a new rule of the Elevator Safety Board, regarding the installation of sprinklers in elevator hoistways, by reference, thereby empowering Fire Prevention Inspectors employed by the Fire Marshal to enforce the rule. The second portion of the proposed rule would bar the installation of sprinklers in elevator machine room, and the deactivation of sprinklers already installed in machine rooms, while also barring the storage of any items in elevator machine rooms not specifically required for elevator operation.
