DCI Releases Finding in
Black Hawk County Inmate Death

Black Hawk County, IOWA -- On March 7, 2014, an inmate, identified as James Terrell Taylor, age 34, of Waterloo, was being held in the intake area of the Black Hawk County Jail.  At approximately 6:25 p.m., Mr. Taylor was found to be unresponsive.  The deputy who found Mr. Taylor began providing emergency aid.  An ambulance was called and Mr. Taylor was taken to Allen Hospital in Waterloo where he was pronounced dead.

Mr. Taylor was being held in the jail after being arrested on two warrants for failure to appear (OWI & Possession of Controlled Substance) earlier in the day.

The Iowa Division of Criminal Investigation was contacted and subsequently completed an independent investigation into the death of Mr. Taylor.  During the investigation, information was discovered that indicated that Mr. Taylor had ingested a controlled substance prior to his arrest and subsequent incarceration at the Black Hawk County Jail. 

Additionally, Dr. Julia Goodin, of the Iowa State Medical Examiner’s Office, conducted an autopsy on Mr. Taylor on March 9, 2014.  During the autopsy, no evidence of trauma was found.  On March 26, 2014, the Office of the State Medical Examiner determined that the cause of death was acute amphetamine/methamphetamine intoxication.  The manner of death was certified as accidental.


Note: A criminal charge is merely an accusation and a defendant is presumed innocent until proven guilty.
