Statement from the Iowa Department of Public Safety

Several inquiries have been made regarding the purchase of handguns by the Department of Public Safety (DPS). The Department is conducting an administrative review of the process.  That review is in its initial stages and is ongoing.  No decisions have been made.  Pending the completion of the review, three employees (Todd Misel, Michael Winter and Richard Pierce) have been placed on paid administrative leave.  As part of that review, two retired Division of Criminal Investigation Special Agents were contracted to begin the review process.  Their contracts and their non-disclosure agreements are open records and available here.

In an unrelated matter, today David Garrison, who has served as the Chief of the Iowa State Patrol since 2012, asked to be reassigned to his previous position as a Lieutenant.  Effective immediately, Lt. Garrison will be responsible for oversight of matters related to the Department’s CALEA (Commission on Accreditation for Law Enforcement) certification.  Commissioner Roxann Ryan said, “Dave Garrison has held many positions in the Department since he began as a Trooper in 1989, and his experience in the State Patrol and in national police organizations makes him a great asset in reviewing all of our departmental policies and procedures.  The Department recently was awarded re-certification by the CALEA organization.  It is a challenge to meet those high standards, and with his assistance, we look forward to continued success in maintaining that accreditation.” 

Commissioner Ryan also named Michael Van Berkum as the new Chief of the Iowa State Patrol.  She said, “Like those who have served before him, Colonel Van Berkum brings his strong values and his broad experience to a job that has long garnered the highest respect in Iowa and elsewhere.  Col. Van Berkum began with the Iowa State Patrol in 1985, and his network of colleagues extends worldwide as a result of his leadership and experience in the FBI National Academy, along with his long and distinguished service in the Iowa State Patrol.”
