Boone Man Arrested, Charged with On-Going Criminal Conduct

POLK COUNTY, Iowa – On January 28, 2016, Jeffrey Harold Burma, 54, of Boone was booked into the Polk County Jail and charged with On-going Criminal Conduct, a Class B Felony, from an investigation involving improper billing to the Des Moines Water Works.

Boone, Iowa based BioSolids Management Group (BMG), owned by Jeffrey Harold Burma, was contracted by Des Moines Water Works to perform various duties to include trucking operations at the McMullen/Maffitt Water Treatment Plant facility located in Southwestern Polk County (12223 SW Maffitt Lake Road, Unincorporated Polk County). 

In late 2014, Des Moines Water Works officials noticed what appeared to be irregular scale ticket submissions and subsequent billings from Biosolids Management Group. After an internal review, Des Moines Water Works notified law enforcement authorities.

In March, 2015, Special Agents with the Iowa Department of Public Safety’s (DPS) Iowa Division of Criminal Investigation – Major Crime Unit (DCI), in conjunction with investigators with the Polk County Sheriff’s Office began a criminal investigation into BMG’s activities and billing practices.      

This is an ongoing investigation being worked jointly by the Polk County Sheriff’s office and the Iowa Division of Criminal Investigation (DCI) with assistance from the Iowa State Patrol (ISP).  If anyone has any information in regards to this investigation, please contact the Polk County Sheriff’s Office at (515) 286-3333.
