Arrest Made in February Murder

BURLINGTON, Iowa -- On Monday, February 16, 2015, at approximately 2:41 p.m., Deonte Raynell Carter, 24, suffered three gunshot shot wounds – two in the upper torso and one in the right leg – during the course of an altercation at the intersection of Elm Street and South 7th Street in Burlington, Iowa, in Des Moines County.  Shortly thereafter, CARTER was pronounced dead by medical personnel at the Great River Medical Center (GRMC) in West Burlington, Iowa.

On July 29, 2016, Earl Riley Booth-Harris, 23, was arrested for his role in the death of Deonte Carter.  Booth-Harris has been charged with of Murder in the First Degree in violation of Iowa Code Section 707.2. If convicted, Murder in the First Degree carries a mandatory life imprisonment without the possibility of parole.  

Mr. Booth-Harris is currently in the State of Illinois and it is not known how soon Booth-Harris will be transported to Des Moines County for his initial appearance.   

The arrest of Mr. Booth-Harris is the result of a joint investigation by the Iowa Department of Public Safety’s (DPS) Division of Criminal Investigation (DCI), the Burlington Police Department, Des Moines County Attorney’s Office and the Iowa Attorney General’s Office.  The investigation is ongoing. 

Charges filed in this case are merely accusations. The defendant is presumed innocent until proven guilty.
