Deputy Halligan suffered a heart attack and died Monday, November 9, 1998, as he struggled with a 13-year old suspect. The struggle started when Deputy Halligan attempted to serve a psychiatric committal order on the suspect.

Deputy Halligan served with the Muscatine County Sheriff's Office for 8 years and was 58 years old. Deputy Halligan was survived by his wife and six children.
