Officer Talcott and Officer Jake Frith were shot and killed on April 14, 1893, while attempting to remove tramps from a coach car in the railroad yards at 19th Street in Dubuque, Iowa. Officer Talcott was shot in the head.

Officer Talcott worked for the Milwaukee Railroad Police Department.
