Advisory Council Graphic

Iowa Code section 103A.14 creates the Building Code Advisory Council. The Council is a seven member body appointed by the Governor. Members are appointed to staggered four year terms.

The Council is charged with several responsibilities, including:

  • Approve or disapprove amendments to the State Building Code which have been tentatively adopted by the Building Code Commissioner.
  • Approve or disapprove applications for alternate materials or methods of construction, which have been tentatively approved by the Building Code Commissioner.
  • Advise and confer with the Building Code Commissioner in matters relating the the State Building Code.
  • Hold public hearings and perform other functions at the request of the Building Code Commissioner.

A second group, the Board of Review, consists of three members of the Council appointed by the Building Code Commissioner. The Board of Review hears appeals from decisions of any state agency, including the Building Code Commissioner, or local building departments, when those decisions are made pursuant to the State Building Code.
